Vision, Mission & Core Values
The DCLA vision is to become a School of Library, Information and communication Sciences which runs a very modern co-operative library and archive centre equipped with a modern technology and provide the best information services.
The mission of the DCLA is to contribute to the attainment of academic excellence in co-operative, and information studies/sciences by providing intellectuals access to information available at the university library and elsewhere through interlibrary loans, and training in information search strategies, retrieval and use.
Values of the DCLA is that all its functions will be guided by a manner that user needs will be met through provision of adequacy, timely and quality information services to support study, research and consultancy, whereas other academic related functions will be guided by values listed in the MoCU strategic plan.

History

The history of DCLA is dated back to the establishment of the Moshi Co-operative College in 1963 before its succession to the former Moshi University College of Co-operative and Business Studies (MUCCoBS), which was declared a Constituent College of Sokoine University of Agriculture (SUA) in 2004. The library was a unit and later on a department under the Office of the Director of Studies and Programmes. When MUCCoBS achieved the university status in 2014, DCLA was established by the University Charter under the office of Deputy Vice-Chancellor. The charter granted mandate to the directorate to run all MoCU libraries and conduct training programme in library, information and communication sciences. Currently the DCLA is running two campus libraries and a mini-library. These include:
i)The Main Campus Library,
ii)Kizumbi Teaching Centre Library, and
iii)The mini-library which is located at PGD Centre in the Main Campus Moshi

DCLA Structure

The library is administratively under the Directorate of Co-operative Library and Archives. The directorate is made up of four departments namely:
1. Department of Technical Services and Circulation
2. Department of Archives
3. Department of Readers Services and Circulation
4. Department of Cooperative Documentation and Information

DCLA Leadership and Departments

Administratively the Director of the DCLA reports to the office of DVC-Academics. The structure of the directorate is made of four departments namely the:
1. Department of Technical Services,
2. Department of Archives,
3. Department of Readers Services and Circulation, and
4. Department of Serials, Cooperative Documentation and Information

Users

Library services are available to University Students, Lecturers and Staff. Outsiders who consist of Researchers, Students of other higher learning institutions as well as members of the general public also are given access to the library at a fee or with special permit.

Fee Charged

Individuals who are neither administrative staff nor members of the academic community are required to pay Tsh. 500/- per day or a fixed sum of sh.12, 000/- per annum being charges for the use of available information resources in the library. Those attending tailor-made programmes (TMPs) pay sh.3, 000/-through the duration of the course. These rates are subject to periodic review.

Sitting Capacity

A total of 500 Users can be accommodated in the library at a time. Plans are under way to expand the existing library building so it may accommodate 1,200 users at a time.

The Library contains over 18,000 book titles in nearly 45,000 book volumes, over 500 CDS that cover a wide range of subjects and video cassettes. It also subscribes to about 60 periodical titles from both local and overseas sources. The Dewey Decimal System is used to classify information resources acquired by the Library. Books in the Collection belong to different subject areas such as Co-operation, Information Technology, Management, Accounting, Sociology, Marketing, Microfinance, Banking, Business Mathematics, Statistics, Economics, Taxation, Materials Management, Communication Skills, Auditing, Law, Entrepreneurship, Research Methods, Community Development and many others.

The Collection is subdivided into five areas as follows;
1. Special Reserve Collection
2. General Collection
3. Co-operative Information Collection
4. Gender Information Collection
5. Health Information

THE DCLA Services

The MoCU library is fully automated to ease the processes of serial and inventory control, circulation, acquisition and locating resources within the library. The library provides the following services:

Inter-Library Loans (ILL)

this service is not provided by the MoCU library but the plans are underway to provide this service. Items will be borrowed from any library in the country that forms part of the ILL agreement. There will be some charges in certain circumstances, and the recusant will be required to consult the ILL officer before submitting requests.

Reference and information services

The MoCU library provides both reference and information services to its patrons. The information services are rendered in anticipation of our patrons requirements whereas reference services are provided on the basis of on-demand queries which are answered by the reference librarian through reference transactions. The types of reference services provided at MoCU Library include the followings:
(i)Readers’ advisory service: this service at the MoCU Library is provided at readers’ advisory desk where the advisor recommends specific information source and resource based on the patrons needs.
(ii)Ready reference: the MoCU library ready reference resources are used for quick consultation. The collection in the reference section ranges from encyclopaedia, dictionaries, directories, geographical sources, yearbooks, thesaurus and many others.
(iii)Library instructions: the MoCU reference librarian is normally instructing readers about the use of the library. There are two forms of instruction which are direct and indirect. This is done at the beginning of the semester as well as when there are new changes and new patrons. Library Staff are available for reference assistance when the library is open.
