The Bureau of Consultancy Services (BCS) was established under Article 22(1) of the Moshi Co-operative University Charter, 2015 to co-ordinate all consultancy services carried out by the University. In the co-ordination of the consultancy services, the Bureau solicit, design and manage the execution of consultancy activities by the University. The BCS is a one stop center at the University and therefore co-ordinate and supervise all consultancy related matters.

Specifically, BCS activities include:

  1. Endeavor to seek for the advertised consultancies;
  2. Constitute teams for the bidding for consultancy assignments;
  3. Organize, compile and submit the bids to prospective clients;
  4. Communicate with clients on matters related to execution of assignments;
  5. Monitor the actual undertaking of the consultancy assignments;
  6. Regulate payment and payment procedures;
  7. Calculate, in collaboration with the consultants, the distribution of the fee for specific tasks;
  8. Prepare reports on the status of consultancy activities at the University;
  9. Organize workshops and training activities on consultancy issues;
  10. Advise the University on all consultancy issues/matters;
  11. Approving various consultancy-related documents and keeping records thereof; and
  12. Undertake any other duties that are necessary in coordination of securing execution of consultancy assignments by the University.

Over years, the Bureau has gained vast experience in coordinating the design and delivery of the above services to various clients (both local and international) in a variety of disciplines. The majority of the academic members of MoCU staff, through the coordination of the Bureau, have built up high reputation in executing and completing many consultancy assignments to the satisfaction of MoCU's clientele.

Overall Objective

The Consultancy Services Department serves as a nucleus for initiating and overseeing the solicitation, acquisition, execution and coordination of all consultancy assignments undertaken by academic staff members of the University .


In order to play its mandatory role effectively and achieve the above objective, the Consultancy Services Department:

  • (i) Coordinates the provision of consultancy and community services.
  • (ii) Identifies and appoints consultants from members of staff to undertake consultancy assignments.
  • (iii) Coordinates the bidding processes, negotiations and contractual agreements relating to consultancy undertakings.
  • (iv) Searches for or solicits consultancy projects for the University .
  • (v) Arranges and coordinates in-house capacity building workshops on Consultancy Techniques for MoCU staff.
  • (vi) Initiates linkages and partnerships for consultancy projects with other consulting firms.
  • (vii) Creates and maintains a databank of all consultancy assignments accomplished by staff members of the University .
  • (viii) Prepares and maintains an up-to-date directory of competencies of all staff members of the University .
  • (ix) Encourages and facilitates, where possible, the registration of staff members in professional consultancy bodies.
  • (x) Liaises with the Ministry responsible for co-operative development on the possibility of funding the provision of consultancy services to various stakeholders in the co-operative sector.
  • (xi) Initiates fundraising schemes and coordinates their conduct.
  • (xii) Undertakes any other activity as directed, from time to time, by relevant authorities.

Overall Objective

The Department of Tailor-Made Programmes is responsible for the designing and implementation of capacity building programmes tailored to specific target groups.


In order to play its mandatory role effectively and achieve the above objective, the Tailor-Made Programmes Department:

  • (i) Designs and conducts tailor-made programmes and other short courses for specific identified target groups.
  • (ii) Carries out, from time to time, market surveys to determine capacity building needs of various groups within the community.
  • (iii) Liaises with Faculties, Institutes, Directorates and other organs of the University College to determine the needs of various target groups.
  • (iv) Liaises with the Ministry responsible for co-operative development on matters related to capacity building of various stakeholders in the co-operative sector.
  • (v) Undertakes any other activity as directed, from time to time, by relevant authorities.

The Moshi Co-operative University has highly qualified and experienced trainers, researchers and consultants who manage competently the faculties, academic directorates and the institute. Currently, the University has 172 academic staff of whom 80 are in the rank of Lecturers up to the Professors, who form the core training and consulting staff of the University.
