Hon. Pius Msekwa

Chancellor

The Chancellor is the head of the University and, in the name of the University, confers degrees and grants diplomas, certificates, and other awards of the University. He also has the right, from time to time, to direct an inspection of the University, or an inquiry into the teaching, research, consultancy, or any other work of the University, or its constituent colleges; in such manner as may be appropriate, or prescribed. The Chancellor may provide such advice, or guidance to the University; as he may consider necessary or desirable, for the betterment of the University. The Chancellor shall have such other functions and powers as are conferred upon him by the Charter of the University, or by any other written law. The current MoCU Chancellor is Hon. Pius Msekwa, former Speaker of the Parliament of the United Republic of Tanzania.

Biography

Hon. Pius Msekwa holds a Bachelor of Arts (Hons) degree in History, awarded by the University of London; plus a Master of Arts degree in Political Science, awarded by the University of Dar es Salaam. His Public Service record shows that soon after his retirement from the Public Service in June 1990, he was elected a Member of Parliament representing the Ukerewe constituency in October 1990. Upon joining the Parliament, he was elected Deputy Speaker, and subsequently elevated to the Speakership of the Tanzania Parliament, a position which he held continuously from April 1994, to December 2005.

Before his retirement from the Public Service, Hon Msekwa had served in many different capacities, starting with that of Clerk of the Tanzania National Assembly; who is the Chief Executive Officer of that Institution. Thereafter, he was appointed to the following positions in the Government Service: Vice Chancellor of the University Of Dar es Salaam (1970 – 1977); Regional Commissioner for Tabora and Kilimanjaro Regions (1981 – 1984); Permanent Secretary, Prime Minister’s Office (1984 – 1989); and, finally, Member of the Planning Commission in the President’s Office (1989 – 1990).

In between those appointments in the Government Service, Hon. Pius Msekwa also served in similarly high-level positions in the Ruling Party (TANU and later CCM), as follows: National Executive Secretary of the Tanganyika African National Union (TANU), (1967 – 1970); National Executive Secretary of Chama cha Mapinduzi (CCM), (1977 – 1980); and, finally, National Vice- Chairman of Chama cha Mapinduzi (2007 – 2012).

He was also, at different times, appointed to certain part-time positions in the Legal Sector, including the following: Chairman, Judicial System Review Commission (the Msekwa Commission) (1975 – 1977); Member of the Tanzania Law Reform Commission (1983 – 2007); and Member of the Legal Sector Reform Task Force (1993 – 1994).

His other part-time appointments include the following: Board Chairman, Cooperative College Moshi, (1984 – 2005); Chairman of the Governing Board of the College of African Wildlife Management, Mweka, (1984 – 2000); and Board Chairman, Dodoma Capital Development Authority (CDA) (1985 – 2000).

Hon. Pius Msekwa is also an accomplished writer.
