Adv. Hekwe is the Assistant Lecturer at the Department of Law, Moshi Co-operative University (MoCU). He is also an active legal practitioner and consultant. He holds Master of Laws (Human Rights)-LL.M and Bachelor of Laws (lL.LB.) of the Saint Augustine University of Tanzania. Adv. Hekwe is also a holder of Postgraduate Diploma in Legal Practice (Law School of Tanzania). He is an advocate of the High Court and Courts subordinate thereto. He joined the public service on 19th October 2022. Before, he had served as the Assistant Lecturer of Law at Saint Augustine University of Tanzania (2015 to 2019), then at Mwenge Catholic University (2019 to 2022). Between 2013 to 2014 he worked as the Legal Officer for Nyanza Bottling Co. Ltd (a Coca-Cola franchise company). He has been involved in teaching, consultancy, and legal practice in diverse facets. Adv. Hekwe has participated as a team member and successfully secured a ’Child Protection and Safeguarding’ project granted by Porticus – A philanthropic Organisation for Human Dignity, hosted by the Mwenge Catholic University; Career Guidance Facilitator hosted by Girls Livelihood and Mentorship Initiative (GLAMI); Facilitator in a UNICEF project on ‘National Individual Consultant: Child Protection Officer (Birth Registration and CRVS); timely consultant on Labour and Disciplinary Matters at the Kilimanjaro International Leather Industry Limited; Facilitator to ‘Land Law Awareness to Villagers in Songea District’ hosted by Mtandao wa Vikundi vya Wakulima Tanzania (MVIWATA) granted by the Legak Service Facility; Consultant in conducting baseline survey for an NGO ‘Jinsia na Maendeleo’ on a project ‘Empowering Women in Urambo Rural Area with nearby Legal Aid Services to Access their Rights on Land Ownership’ granted by the Legal Service Facility. Before joining the public service, he had served in various posts to include HoD and Law Programs Convener at SAUT and MWECAU, respectively. Adv. Hekwe has considerable publications mainly in human rights. He is being involved in reviewing and giving comments to numerous proposed amendments of the laws. He also participated in offering the institutional opinions to the national commission for revieing the criminal justice institutions of the country. Adv. Hekwe is also an active member of the Tanganyika Law Society (TLS) and the East African Law Society (EALS).
