Prof. Neema Penance Kumburu is a dynamic and forward-thinking Associate Professor at MoCU, specializing in Administration and Policy. With a Ph.D. in Business Management from Sokoine University of Agriculture (SUA) and degrees in Public Administration from Mzumbe University, she blends academic expertise with real-world impact. A highly sought-after researcher, consultant, and educator, Prof. Kumburu has held key leadership roles at MoCU, including Head of Department, Deputy Dean, Acting Dean, and Director of the Bureau of Consultancy Services. She has also been a Visiting Research Fellow and Lecturer at top institutions worldwide, including the University of Helsinki (Finland), Mbarara University of Science and Technology (Uganda), and Universities of Applied Sciences in Finland.

Her research spans leadership, governance, public sector reforms, human resource management, rural development, and co-operatives, addressing real-world challenges through innovative and impactful solutions. She has designed and led cutting-edge training programmes, developed strategic plans, and contributed to curriculum innovation, notably shaping the Master of Business Management and Human Resource Management at MoCU.A prolific scholar, Prof. Kumburu has published over 30 papers in leading international journals and serves as an editor and reviewer for prestigious publications such as AJEMS (Emerald), Global Business Review (SAGE), and Elsevier’s Journal of Co-operative and Management.With a passion for transformative education, policy innovation, and sustainable development, Prof. Kumburu continues to drive change, shaping the future of co-operatives and governance in Tanzania and beyond.

Through this office marketing and promotion of MoCU activities are carried. This specifically includes marketing University activities internationally, identify, sensitize and attracts stakeholders from various countries to work with MoCU, providing information to international community on range of MoCU activities, Promoting and advertising the University’s programmes and activities to international students and staff and assist in organizing, arranging and co-ordinating international conferences and other fora.
