Dr. Mbuya is a lecturer, researcher, and consultant in the Department of Law at Moshi Co- operative University (MoCU). He holds three degrees namely: Doctor of Philosophy in Laws (St. Augustine University of Tanzania), Master of Laws in Human Rights and Democratization in Africa (University of Pretoria) and Bachelor of Laws (St. Augustine University of Tanzania). He has mainly been teaching business law subjects, cooperative law and policy and human rights law and has undertaken various research and consultancy activities and published on the said areas. In his doctoral program, he focused on assessment of the realization of older persons’ right to healthcare in Tanzania. As part of his academic duties, Dr. Mbuya has also participated in executing various assignments including the review of the Cooperative Development Policy of 2000 and the Cooperative Societies Act of 2003 in the Kingdom of Eswatini (2016); review of the Tanzanian Cooperative Development Policy of 20002 (ongoing task); development of a model law on cooperative societies for Africa, a joint project between the International Cooperative Alliance and the Pan – African Parliament (ongoing task); and International Cooperative Alliance’s Legal Framework Analysis Study which involved analysis of cooperative legislation in select countries to establish the extent to which they create an enabling environment for cooperatives (Nov. 2018 to May 2021). Moreover, Dr. Mbuya has extensively participated in writing various MoCU policies and instruments including: Anti- Sexual Harassment Policy (2022); Quality Assurance Policy (2015); Consultancy Policy (2020); and Student Welfare Policy (2017). Regarding leadership, he has served in various positions including: Deputy Chief Editor of the Moshi Co-operative University Research Report Series Journal (2012 – 2015); Chief Editor of the Moshi Co-operative University Newsletter (Jan 2015 – 2017); Acting Legal Officer of Moshi Co-operative University (Jan 2016 to Nov 2016); Independent Expert of the International Co-operative Alliance Cooperative Law Committee (June 2019- to date); Member of the International Co- operative Alliance – Africa Law Committee. (2018 to date); Member of Moshi Co-operative University Integrity Committee (2020 to 2023); and Quality Assurance Coordinator, Moshi Co-operative University. (Feb 2022 to Aug 2023).
